Customs Union Certification (Russian CU-TR Certification)
1、 Background
On November 27, 2009, the heads of Russia, Belarus and Kazakhstan signed nine documents, including the Customs Code of the Customs Union. The official establishment of the customs union of Russia, Belarus and Kazakhstan started the first step in the process of regional economic integration. The new member countries will be Tajikistan and Kyrgyzstan.
The establishment of the Customs Union has formed a subregional economic organization with a population of 170 million, oil reserves of 90 billion barrels, total GDP of 2 trillion US dollars, industrial output of 600 billion US dollars, agricultural output of 112 billion US dollars, wheat output of 12% of the world's total output, and retail sales of 900 billion US dollars. In order to make the trade flow between the member countries of the Customs Union more convenient, eliminate the technical and regulatory barriers caused by the different types of original certification, and better implement the technical specification certification, the new technical specification certification of the Customs Union officially took effect on January 1, 2011, and officially began to implement on January 1, 2012. The implementation of the technical specification certification of the Customs Union integrates the original certification technical requirements of each member country, and ensures the implementation of uniform technical regulations and evaluation models, product certification catalogue, certification certificate form, and technical supervision and registration in each member country of the Customs Union.

3、 Implementation process
The technical specification directive certified by the Customs Union has been officially implemented since February 15, 2013, and the maximum period of validity of the certificate is 5 years. It will gradually replace the original certification systems of each member country, such as GOST-R certification, GOST-TR certification in Russia, GOST-K certification in Kazakhstan and GOST-B certification in Belarus, and carry out unified certificate filing management.
Therefore, for Chinese enterprises, obtaining the customs union certification is the simplest way to open the markets of the member countries of the customs union: Russia, Belarus and Kazakhstan.

4、 Transition period
Taking mechanical and electrical products as an example, the relevant customs union certification technical specification directives that came into force on February 15, 2013 are: TP TC 004/2011 low-voltage equipment safety directive ТР ТС 010/2011 Machinery and Equipment Safety Directive and ТР ТС 020/2011 Electromagnetic Compatibility Equipment Directive. The transition period involving mechanical and electrical products is as follows:
• The certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B) obtained before September 2, 2011 can continue to be used until the end of the certificate validity period;
• The certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B) obtained from September 2, 2011 to February 15, 2013 are valid until March 15, 2015;
• From February 15, 2013, all mechanical and electrical products that fall within the scope of customs union certification (EAC certification/CU-TR certification) will be forced to apply for customs union certification (EAC certification/CU-TR certification), and the three countries will stop issuing their original certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B. If the products are not classified into the scope of customs union certification (EAC certification/CU-TR certification), such as auto parts For medium and high voltage electrical equipment, it is still necessary to apply for the original certification certificates (GOST-R, GOST-TR, GOST-K, GOST-B) of each member country.

5、 Classification of customs union certification certificate
According to the characteristics of the products and the degree of risk, the certificates certified by the Customs Union are divided into the COC (left below) and the DOC (right below).
Each customs union certification technical specification directive clearly specifies the implementation scope of the COC of the conformity certificate and the DOC of the declaration of conformity, which needs to be judged according to the application of the product.
6、 Certification process of customs union certification
1. The applicant applies for certification;
2. According to the product situation of the applicant, the certification authority shall confirm the certification mode and implementation requirements;
3. The applicant shall prepare and submit the commercial and technical documents required for certification;
4. Determine whether sample testing or factory audit is required according to the certification mode;
5. Review and supplement the documents required for certification;
6. Issue certificate;
7. The certificate shall be filed on the official website.
7、 List of documents required for customs union certification
1. Information of the applicant (accurate Chinese and English name, address, contact person, contact information, etc., if the registered address of the applicant is different from the address of the manufacturer, it shall be explained in detail);
2. Business qualification of the applicant (business license, organization code, tax registration certificate, and relevant production license if special production license is involved);
3. Authorized representative information (accurate English and Russian name, address, contact person, contact information, bank account information, etc.);
4. Business qualification of authorized representative (INN certificate, OGRN certificate);
5. Contract documents between the applicant and the foreign purchaser (purchase contract, invoice * necessary documents for batch certification of application form *);
6. Foreign purchaser's information and business qualification (accurate English and Russian name, address, contact person, contact information, INN certificate, OGRN certificate * required documents for single batch certification *);
7. Product information (accurate product name in Chinese and English, series model and customs code);
8. Product photos or pictures;
9. Product manual (English/Russian version);
10. Product drawings (general mechanical drawing, electrical schematic diagram, hydraulic/pneumatic schematic diagram, etc.);
11. English version of ISO9001 quality management system certificate (within the validity period);
12.
